In response to the mandate of the Internet Transactions Act (ITA) (Republic Act No. 11967), passed in December 2023 to regulate online business transactions and strengthen consumer protection in the Philippines’ rapidly expanding e-commerce sector, the Department of Trade and Industry (DTI), together with over 20 government agencies — including the Department of Information and Technology Services, the Department of Anti-Red Tape, and others — collaborated to design and implement a comprehensive, multi-agency solution.
Led by Digital Transformation Solutions (DTS), the project brought together these agencies using GovSpace as the secure collaboration platform for the diagnostic phase and in-person design sprints. This participatory process enabled the joint development of a scalable, integrated technical architecture for an Online Dispute Resolution (ODR) system, in line with the ITA’s requirements for consumer protection and streamlined case management.
